Newbie here. Old time vet. Played 1999 till PoP.

I'm going to create a bard and would love to relive the original experience and just hang out with cool people.

Your best bet is to play for a bit and get a feel for our server. All of the guilds have a web page where you can get an idea about that guild. You should look for a guild that fits your needs and playstyle rather than just look for any guild that will send you a guild invite.

There are a few other threads here that describe the guilds available. It's going to depend on your goals.

What you might want to do also is see which guilds seem to have people on during your play time.

If your goal is top end raiding, you'll want to set your sights on either Temerity or Destiny. I think Tems has a level 55 minimum, but they're further in PoP progression than Destiny is. DC also raids, and their raids are open, although they have a loot policy that discourages Temerity and Destiny members.

If you speak Japanese, look at SoY. If you want to act as if this is a progression server, look at Vintage. Pathfinders also has good people. I don't know anything about the other guilds.

I believe all of the guilds -- except Tems -- will accept lowbies. You need to be a decent person and not a beggar. And I could be misinformed about Tems guild policy.
