Not that it will happen but yes, anything created by a player should be able to put his name on it for everyone to know that he/she made it. That was the idea anyway.

It's a great idea but it would create a gigantic headache. It was proposed upon the PC side several times and each time it was shot down as unnecessary. Think of it another way, if you have 2000 tradeskillers on the server making 1000 different items, that's quite the database to hold the information on what was made by whom. Nice idea, not real plausable.
Charms are a new item slot. Each charm has different effects, some cool, some not.
Charm example: Gains power the more like classes you are grouped with.
Charm example: Gains power the longer you spend within a zone.
Charm example: Gains power as you gain faction with xxxx.
Charm example: Gains power the less items you are carrying.
All charms so far are all NODROP.
When they changed the PC side to let people into Tier2+ dependant upon level, they decided to give something to those that EARNED their way in and that was the PoP charm. This charm basically made ALL OTHER charms obsolete. Good thinking, eh?
