Our code is a hodge podge mishmash of whatever
Our server was made post the sleeper being awoken, but some peeps complained and some zones in velious were rolled back to a pre-woken sleeper code base... thus in some zones such as SG and WL and WW you'll have the items and NPCs, but others such as ST and SS you won't have the turn in mobs... (Our VT is also from a bit later date, and PoP, plus Hobart's recent changes even later).
I did the Mask of Draconic Enhancement a few years back. A GM had me slap all the quest drops that I farmed in a trade window to verify it, then declined and told me to manually destroy them all and he passed me the item. SO, we have the code for a GM to make the draconic items and likely most/all of the quest drops, but usually none of the turn in mobs.
The GM said he'd gladly do it in the future and would make a note of it to the other GMs to do the same on these quests.
That was a few years ago, so it's up to you if you want to take the chance and farm all four heads, then bug a GM to give you the final item. You sadly will not get the faction though.
